In the first half of this year, railway construction advanced with high quality and efficiency. China's railways completed 355.9 billion yuan in fixed-asset investment, a year-on-year increase of 5.5%, with 301 kilometers of new lines put into operation. The development of a modern railway infrastructure system is accelerating.

Since the start of this year, railway authorities have thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council. Leveraging the strengths of railway construction investment—such as its long industrial chain, wide coverage, and strong driving effect—they have coordinated resources to advance railway planning and construction steadily. Investment in railway projects has remained at a high level, and significant progress has been made in numerous key railway initiatives.
A number of new lines and stations have been put into operation. Through scientific planning of opening procedures and strict implementation of joint debugging and testing, inspection and acceptance, safety assessment, and operational preparation, key projects have been delivered on schedule. The Chongqing East-Qianjiang section of the new Chongqing-Xiamen High-Speed Railway was launched, connecting the Chongqing East-Changsha section of the line; the Songchenglu Station-Kaifeng Station section of the Zhengzhou-Kaifeng Intercity Railway was completed and opened, enabling full-line operation of the Zhengzhou-Kaifeng Intercity Railway. In addition, the newly built Chongqing East Station was put into use, the renovation and upgrading of Cangzhou Station was completed, and the reconstructed Rizhao Station was commissioned, significantly enhancing the capabilities of key railway hubs.
Ongoing construction projects are progressing smoothly. Despite challenges like complex geological conditions and flood prevention during the flood season, advanced construction equipment and technologies have been adopted to promote mechanized tunnel construction. Efforts have been made to strengthen on-site construction management, tighten control over safety, quality, investment, and environmental protection, increase physical workload, and build high-quality projects. The Wuhan-Yichang section of the Shanghai-Chongqing-Chengdu High-Speed Railway, Shenyang-Baihe High-Speed Railway, Xiangyang-Jingmen High-Speed Railway, and Hefei-Xinyi High-Speed Railway have entered the joint debugging and testing phase; the Baotou-Huining section of the Baotou-Yinchuan High-Speed Railway, Chongzuo-Pingxiang High-Speed Railway, and Xi'an-Yan'an High-Speed Railway are undergoing static acceptance; and projects including the Guangzhou-Zhanjiang High-Speed Railway and Panzhou-Xingyi Railway are accelerating remaining works such as track laying and fine adjustment.
Preparatory work for projects is advancing in an orderly manner. Focusing on railway projects outlined in the Outline of the 14th Five-Year Plan and key projects for network connection, supplementation, and upgrading, efforts are being made to accelerate preliminary work such as survey and design, feasibility studies, and preliminary design. Since the beginning of the year, progress has been made in the preliminary work for the Yining-Aksu Railway, the second line of the Qian-Gui Railway, and the Wenzhou-Fuzhou High-Speed Railway, laying the groundwork for their early commencement.
Going forward, China State Railway Group will earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, accelerate railway planning and construction, ensure the high-quality completion of all objectives in the railway sector's 14th Five-Year Plan, and contribute to expanding domestic demand in all respects and promoting sustained economic recovery and growth.
